Victoria II is an empire-building strategy game in the grand style of Europa Universalis or Civilization, set in the 19th century era of the title monarch. Beginning in the early 1800s, players guide their nation through enterprises of exploration, colonization, industrial development, diplomacy, and warfare, with the goal of being posed to become a true global superpower by the dawn of the 20th century. As in the original Victoria: An Empire Under the Sun, the Industrial Revolution is a significant factor, and the ruler must lead the nation to embrace empowering new production technologies without sacrificing the stability or spirit of its people. New political ideologies arise as well, offering new challenges and choices to the throne. Players can also choose to try to influence or benefit from other real-world historical events, as they come to pass, always striving to use any situation to better their own nation's position.
